GitHub actions org level allow list doesn't seem to support uses: docker:// references.
When the allow list is enforced, docker:// references fail, without possibility to allow them.

Summary

The proposed change is to replace the usage of actionlint via docker with setup-go + go install.

Note: other alternatives could be considered, such as reviewdog/action-actionlint action, which seems to be the closest thing from an official action.
