The product ids in EvaluateQuestion_HowToAccessEssentials(), EvaluateQuestion_WhatAreTheOverheatingPrecautions() and EvaluateQuestion_Summit3000TrekkingBackpackStrapAdjustment() are from $(SolutionDir)seeddata*dev*\evalquestions.json not the $(SolutionDir)seeddata*test*\evalquestions.json.
The call to the backend api can't find the ids otherwise.
