The code was meant to redraw uml images when the script that generates them changes. The same can be achieved by deleting _build directory. If I remember correctly, we do that on docs-as-code updates. But I'm not sure...

This code does not consider _build, only .devcontainer/sphinx_conf. This folder does not exist in the repo and I can so no code which creates anything there. Seems just obsolete.
