Fixes bazelbuild#14341. When enabled, ctx.info_file and ctx.version_file are only available when stamping is enabled for the target. Includes tests for stamp transitions on dependency edges. RELNOTES: --incompatible_prevent_status_files_without_stamp has been added. See bazelbuild#14341 for details.
