This PR optionally catches failed downloads in
downloadFileanddownloadSnapshotand tries to saves the incomplete file to the destination path with extension.resumeData.A new method
resumeDownloadSnapshotuses this feature to resume downloading incomplete snapshots.I know these changes diverge from the Python version, but since Apple provides this functionality, it makes sense to take advantage of it on Apple platforms.
