Enables automatic generation and validation of facade docblocks. Usage: php -f vendor/bin/facade.php -- Hypervel\\Support\\Facades\\Broadcast
Package is now available on Packagist at hypervel/facade-documenter

The facade documenter is required for package development but isn't included in
require-dev. This PR adds it tocomposer.json.
