Adds a Brazilian Portuguese (pt-BR) localization file containing translations for the OpenWebStart user interface.
The new i18n properties file preserves the original message keys and Java MessageFormat placeholders, providing a complete Portuguese (Brazil) translation while maintaining compatibility with the existing internationalization framework.
Brazilian Portuguese localization has long been requested by users in Brazil and helps make OpenWebStart more accessible to the country's large Java user community.
