- Add isConnecting and isConnectionReady properties to QueueContextType
- Create ConnectionStatusBanner component that displays connecting/error states
- Update queue-list to show the banner and disable add buttons when not ready
- Update queue-list-item to disable drag-and-drop and double-click when not ready
- Update next/previous climb buttons to disable and show tooltip when not ready
- Actions are only disabled when a session exists but connection is not ready
