0.0.99 adds feature dep/feat forwarding (mcpp#243), vendors xlings 0.4.67 for the multi-index_repo install fix (mcpp#238), and names the build.mcpp compiled program .exe on Windows (mcpp#230 secondary surface). Bumping the workspace matrix pin re-verifies these on all platforms — in particular the workspace (windows) leg confirms the #230 build.mcpp path.

Bumps the workspace validate pin to mcpp 0.0.99 (released + indexed). Re-verifies feature dep/feat forwarding (mcpp#243), the xlings 0.4.67 multi-index_repo install fix (mcpp#238), and the build.mcpp .exe-on-Windows fix (mcpp#230) across the linux/macos/windows workspace matrix.
