The following changes were taken into account:

Since version 1.2.1 the C++ Runtime statically link into ChakraCore.dll
The https://msdn.microsoft.com/en-us/library/ms235299.aspx URL was broken
Since version 1.11.10 added support for Visual Studio 2019
