Resolved in a52ef89. The previous commit had left raw conflict markers committed in 4 files, which is what broke Github Merge Conflict Check and cascaded into the Source Signature Check / Check Package CGManifests / SRPMs duplicates / Circular dependency failures (the spec parser couldn't read rust.spec).

Resolutions:

• SPECS/rust/rust.spec — took the 1.96.1-1 upgrade (rust-bootstrap split, trimmed patch list, src subpackage), while keeping the 3.0-dev-only glibc-static >= 2.38-21 requirement and the 1.90.0-10 / 1.90.0-11 changelog entries below the new one.
• SPECS/rust/CVE-2026-47143.patch — took the 1.96.1 version of the patch (the 3.0-dev variant targeted the vendored tree of 1.90.0).
• SPECS/kata-containers-cc/kata-containers-cc.spec — kept the 3.0-dev CVE patches (Patch8–Patch11) and appended rust-fix-unstable-name-collisions.patch as Patch12; bumped Release to 18 since 3.0-dev already shipped -17, with a matching changelog entry.
• toolkit/resources/manifests/package/license_file_exceptions.json — merged the two rust-doc entries (keeping the extra search.index/*.js regex) and added the new rust entry, normalized to the file's 4-space indentation.
• Also dropped SPECS/rust/CVE-2026-25541.patch, which the upstream commit deletes and which is no longer referenced by rust.spec (it survived as a modify/delete conflict).

Verified locally: no conflict markers remain, rpmspec -q parses rust.spec (1.96.1-1) and kata-containers-cc.spec (3.15.0.aks0-18), the JSON is valid, and check_spec_guidelines.py + check_entangled_specs.py both pass. The re-run checks are currently in action_required and need a maintainer to approve the workflow runs.
