This picks up oxidecomputer/transceiver-control#472, which lets us avoid this:

bnaecker@flint : ~/file-cabinet/oxide/omicron $ cargo c --all-targets
    Finished `dev` profile [unoptimized + debuginfo] target(s) in 1.10s
warning: the following packages contain code that will be rejected by a future version of Rust: proc-macro-error2 v2.0.1
note: to see what the problems were, use the option `--future-incompat-report`, or run `cargo report future-incompatibilities --id 1`

Given the large batch of dependency changes let's hold this until we branch R22

#10994 updated the revision we download transceiver-control from but
didn't actually resolve the `future-incompat-report` problem because it
didn't update transceiver-control in Cargo.lock.
