This picks up oxidecomputer/transceiver-control#472, which lets us avoid this:

actually update transceiver-control dep (#11055)

#10994 updated the revision we download transceiver-control from but
didn't actually resolve the `future-incompat-report` problem because it
didn't update transceiver-control in Cargo.lock.
