What is the goal of this PR and why is this important?
Updates CONTRIBUTING.md to include Rubocop linting in the code contribution workflow, as Rubocop is now a required CI check.
How did you approach the change?
Added a new step (Step 9) for running
rubocop -aand updated subsequent step numbers. Also updated Step 10 to include "linting" alongside "tests".Anything else to add?
