Document the two IaC mechanisms for Windmill instance configuration: sync-config CLI (Docker Compose/VMs) and the Kubernetes operator (WindmillInstance CRD). Includes config file format, secret handling (envRef/secretKeyRef), setup guides, and settings reference. Also covers workspace content management via wmill CLI.
